The Bottom Line: A wage subsidy would encourage employment, however if it's only for the youth it will lead employers to favouring young employees over older ones, so it needs to be more general. This would make it more expensive and subsidies need to be financed from somewhere, so perhaps the solution is to increase the company tax rate in order to finance the wage subsidy, so you take an equivalent amount from companies to that which you are giving to them.
