In March 2005, the Advertising Standards Authority dismissed the SABC's complaint (lodged by its ad agency TBWA\Hunt Lascaris) against e.tv for its “0% propaganda” billboard. It was SABC spokesman Paul Setsetse’s contention at the time that it couldn’t be aimed at anyone else).

According to the ruling, “The advertisement … makes no claim that the [SABC] has propaganda, that [e.tv’s] news product is superior to that provided by the [SABC] or that it is only [e.tv] which provides a news product free of propaganda. In other words, there is nothing in the advertisement that says that the [SABC] does not deliver an equally propaganda free service...the respondent neither identifies the complainant; nor does it refer to the state broadcaster. Unlike the previous matter, the respondent does not claim exclusivity or superiority with regard to its claim. It merely stresses what it perceives to be a selling point about its own approach to the delivery of the news. Given this, the advertisement neither directly nor indirectly disparages the respondent’s competitors. The complaint is dismissed.”
